Ban appeal

A person reads every appeal next to the server log for that ban id and answers by email, usually within a few days. One appeal per ban; a second one for the same ban is not read.

A ban that came up the invite tree names the invited account on the ban screen. Say so here; it is read with that account's appeal, if there is one.
